Hogg will play his first game since suffering a groin injury ahead of Scotland's game against Australia in November.
Sarto's last game was in Glasgow's Champions Cup home match against Montpellier, when he scored two tries and both Dunbar and Seymour will play their first games of 2018.
Adam Ashe is in line to make his 50th appearance for the club, starting in an unchanged back-row.
Glasgow Warriors Head Coach Dave Rennie said: "The guys coming back in is a massive boost. It's not easy to come straight back in and play so we're keen to get these guys on the park, they've got a pretty big international campaign coming up.
"There's a lot of firepower coming back in so we need to do the job up front to give those backs some ball.
"Our players really enjoy playing at home and it's great that it's set to be another sell-out. We want to give the crowd something to shout about tomorrow."
