Today's Herald reports that they will present a separate set of motions, demanding that nothing is agreed until a final decision is made on who runs the sport.
The Premier One Forum (POF) has registered dismay at the outcome of the game's strategic review. It has written to the SRU's general committee explaining that a counter agenda will be put before the meeting on January 30.
Kenny Hamilton, POF's secretary, said yesterday that governance was the vital issue.
"Even if we are heading for the promised land we have to know whether it is Moses or Mussolini leading us there," he said.
The forum met last week and agreed that the review was not sufficiently well developed or detailed.
That was before the SRU general committee distributed the motions they want clubs to vote on. These have now been published and forum believes there is a need to find a way of implementing the best elements.
"There is a failure to build from the base of club rugby. The performance system, with the creation of additional back-up squads, further undermines the role of clubs," Hamilton said.
"Governance is probably a central issue though, as we need to have confidence in whoever we give authority to. We will meet again on January 11 to pull together amendments for the special meeting."
