Dallaglio said Celtic League sides were being handed and easy passage to Europe because - unlike teams in the Zurich Premiership - they didn't have to battle to earn a place in the draw.
He said: "I can see where Lawrence is coming from in terms of difference in procedures between Scotland and England, but that's just the way it is.
"Glasgow had to make it into the Heineken Cup by finishing above the Borders last season.
"It will be the same sort of battle this term because none of the pro-teams want to be the one not in the premier competition.
"The Welsh teams in the Celtic League occupy the first four places currently so you can hardly say they haven't been trying."
