Daryl told the Glaswegian: "One of the major obstacles holding the game back in the northern hemisphere is the standard of refereeing.
"Referees aren't allowing the game to flow which leads to congestion at the breakdown.
"I understand the IRB are looking at rule changes regarding the breakdown and rucks - whether that will help who knows.
"What we're getting right now is teams not wanting to play running rugby in case of being penalised for doing so which leads to a lot of dour spectacles.
"Glasgow are a team who want to play an expansive game - as did Munster the other week.
"But unfortunately the referee took over and he made some obscure decisions for both teams.
"Hopefully you guys in the media will highlight this because people will not want to come and watch this type of game unless the refs allow the game to flow."
